THEFT SCHEME UNCOVERED BY OCPD OFFICERS

(November 18, 2013) – On November 15, 2013 at approximately 10 a.m., Ocean City police conducted a traffic stop on Coastal Highway near 112th Street. The vehicle operator, later identified as Timothy Lee Parks, 23, of Berlin, MD, was found to be in possession of trace amounts of marijuana and approximately 50 hats, all of which still had price tags attached.
Further investigation by officers on the scene determined that Parks had stolen the hats from his place of employment over several months.
Parks was arrested and charged by Ocean City police with three counts of theft (less than $100), theft scheme ($1,000 – $10,000) and possession of marijuana (less than 10 grams). 

Parks was seen by a Maryland District Court Commissioner and released on his own recognizance.

STATE POLICE INVESTIGATE FATAL SHOOTING

STATE POLICE INVESTIGATE FATAL SHOOTING ON I-97 IN ANNE ARUNDEL COUNTY

(Gambrills, MD) Maryland State Police continue to investigate a fatal shooting that occurred after an alleged road rage incident on Interstate 97 in Anne Arundel County last night.

The deceased is identified as Joseph Harvey, Junior, 36, of the 400-block of Old Mill Road in Millersville, Maryland. Harvey was the driver of a green Honda Accord which was parked on the shoulder at the time of the incident. Harvey was transported to the Baltimore Washington Medical Center where he was pronounced dead.


The suspect is identified as Joseph Walker, 40, of the unit block of Cambridge Court in East Ampton, New Jersey. Walker was the operator of a gold Kia minivan which was also parked on the shoulder at the time of the incident.

Shortly after 8:30 p.m. last night, troopers from the Glen Burnie Barrack responded to a shooting which allegedly occurred on the shoulder of the ramp from northbound Route 3 to Interstate 97. Police received information that a road rage incident had occurred between the two vehicles, prior to both vehicles pulling over on to the shoulder where the shooting occurred.

The preliminary investigation indicates two men, Harvey and a passenger in his vehicle, exited the Honda after both vehicles came to rest on the shoulder of I-97. Police believe Harvey approached Walker’s minivan, while his passenger remained standing near the Honda. Walker’s vehicle was parked about 100-150 feet behind the Honda.

As Harvey approached, Walker exited the driver’s side of his minivan and allegedly announced that he was a police officer. Harvey continued to approach Walker in a reportedly aggressive manner.

Walker then brandished a firearm and shot in the direction of the two men, injuring Harvey. Harvey’s passenger was not injured.


Emergency medical personnel arrived on the scene and immediately began medical treatment on Harvey. Harvey was then transported by ambulance to Baltimore Washington Medical Center, where he succumbed to his injuries.

Walker was also transported by ambulance to Baltimore Washington Medical Center where he remains in police custody. Harvey’s passenger was taken to Glen Burnie Barrack for questioning. He was unharmed in the incident.

Investigators from the Maryland State Police Homicide Unit continue to interview motorists who may have witnessed the driving behaviors of both Harvey and Walker prior to the shooting. Anyone with information is urged to contact the Maryland State Police at the Glen Burnie Barrack at (410) 761-5130.

Homicide Unit investigators and troopers from the Glen Burnie Barrack were assisted by officers from the Anne Arundel County Police Department and emergency service providers from the Anne Arundel County Fire Department. State Police crime scene technicians processed the scene for evidence. Personnel from the State Highway Administration responded to assist with traffic detours.

The Anne Arundel County State’s Attorney has been notified and will be updated as more information becomes available. The investigation continues…

Sheriff'sOffice Seeking Suspect Wanted In Shooting

On Sunday, March 17 at approximately 4:54 pm, the Accomack County Sheriff's Office received a report from the Eastern Shore 911 Center of a subject shot at the Pine Ridge Trailer Park in Melfa. Upon the arrival of Deputies, it was determined that an altercation had occurred between several individuals resulting in multiple gunshots being fired.

 One subject received a gunshot wound and was transported by Melfa Rescue to Riverside Shore Memorial Hospital and later transferred to a Hampton Roads area hospital where he is listed in stable condition.

Through the investigation into this incident, a suspect was identified and warrants were issued against 20 year old Christopher Monfiston of Belle Haven for one count of Malicious Wounding, with additional charges pending.

Assisting with this incident were officers from the Parksley and Onancock Police Departments.

Arrests Made For Multiple Burglaries

According to Sheriff Todd Godwin, the Accomack County Sheriff's Office has arrested two individuals for multiple burglaries and thefts from area businesses.

Based on the investigation into these incidents and information received by the Accomack County Sheriff's Office, arrests were made for the following in Virginia:

October 18, 2012 burglary and theft from Colonna Industries in Painter

November 19, 2012 burglary and theft from Sturgis Farms in Painter

December 24, 2012 theft from Bundick Well and Pump in Painter
 
January 11, 2013 theft from Bundick Well and Pump in Painter

January 23, 2013 burglary and theft from Virginia Art Castings in Tasley

January 27, 2013 theft from Turner Sculpture in Melfa.

Jacqueline Hunter, 45 of Melfa, was arrested on February 4, 2013 and charged with 3 counts of Breaking and Entering and 6 counts of Grand Larceny and is incarcerated in the Accomack County Jail with bond denied.

Keisha N. Merritt, 25 of Melfa, was arrested on February 4, 2013 and charged with 3 counts of Breaking and Entering and 5 counts of Grand Larceny and is incarcerated in the Accomack County Jail on a $10,000 bond.

Traffic Stop Turns Into Foot Chase By Police in Worcester County

More fantastic work from the Worcester County departments!

On February 20, 2013, members of the Worcester County Criminal Enforcement Team along with the Snow Hill Police Department and the Pocomoke City Police Department concluded a joint cocaine distribution investigation of Laron J. Collick, Age 32, of Pocomoke, Maryland.

 On this date, officers of the Snow Hill Police Department attempted to conduct a traffic stop of Collick at which time he exited his vehicle and fled on foot. Collick was apprehended in a wooded area near the intersection of Snow Hill Road and U.S. Route 113, Snow Hill, Maryland.

Investigators located a small quantity of marijuana and approximately 11 grams of powder cocaine and crack cocaine packaged in 27 individual clear plastic bags which was found in the area that Collick fled.

 Once Collick was taken into custody, members of the Pocomoke City Police Department and the Criminal Enforcement Team executed a search and seizure warrant at Collick’s residence in Pocomoke, Maryland.

 No additional contraband was located at Collick’s residence.


Collick was charged with the following offenses:

  Possession with the intent to Distribute Crack Cocaine
·         Possession with the intent to Distribute Cocaine
·         Possession of Crack Cocaine
·         Possession of Cocaine
·         Possession of Marijuana
 
 
Collick was committed to the Worcester County Jail on a $50,000.00 bond. The Worcester County Criminal Enforcement Team was also assisted by the Worcester County Sheriff’s Office Patrol Division.

Pocomoke Man Arrested for Attempted 2nd Degree Murder

On February 23, 2013 at approximately 1358 hrs Pocomoke City Police responded to a call for Domestic Assault. Upon arrival Police observed the suspect holding the victim against her will in the stairwell of the home. Police ordered the suspect to allow the victim to come down the stairs in which he refused. At that time police observed the suspect throw a knife down the hallway. As the Police were attempting to arrest the suspect he began resisting, after a short struggle the suspect was apprehended and placed in the Police vehicle.
 
Upon interviewing the victim, police learned she and the suspect ensued in a verbal argument which became physical as he put her in a rear neck choke several times during the struggle. The victim states she attempted to leave the home several times but; was not able to as the suspect was holding her upstairs against her will. At one point during the struggle the victim stated the suspect pulled out a knife, grabbed her by her jacket and attempted to stab her in the chest area with the knife. The victim was able to move to avoid being stabbed.

Police then interviewed all of the witnesses at the scene.

Arrested was Andrew R. Miller, age 23 of Pocomoke City. Miller was charged with the following:

Assault 2nd Degree

Reckless Endangerment

False Imprisonment

Resist/Interfere with Arrest

Fail to Obey a Lawful Order

Miller was held at the Worcester County Detention Center on $500,000 bond pending trial.

Recent Thefts From Vehicles in Pocomoke City

Due to a number of thefts from vehicles recently Pocomoke City Police Chief Kelvin Sewell would like to remind the citizens of Pocomoke to be sure your vehicle windows are up and locked when the vehicle is not in use. Remove all money- even small amounts of change- from areas such as cup holder or ashtray. LOCK purses, electronic devices and other valuables in the trunk.

If you should discover that your vehicle has been broken into or items have been taken call the police department before you make the attempt to get inside your car. Sometimes thieves leave a pattern or clues that can be easily noticed by an officer that could possibly lead an arrest of the person(s) responsible for these crimes.

Shooting in Mappsville, Va. Leaves One Dead

The Accomack County Sheriff's Office reports there was a shooting last night (Monday evening) around 10:30 pm in Mappsville, Va. The incident occurred in a trailer park on Beartown Road and Chester Street, behind Stucky's in Mappsville. One person is dead and another was injured in the shooting.

As of this time there is no word on the condition of the surviving victim and no idication of any suspect in the shooting.

Seat Belt Violation Leads OCPD To Recovered Stolen Vehicle and Wanted Fugitive

On July 28, 2012, at about 6:30 a.m., Ocean City Police Officers attempted to pull over a 2007 four-door Dodge Magnum with Texas registration in the 10 block area of 3rd Street near the boardwalk.

The vehicle fled police by going up the boardwalk and heading north. Numerous citizens who were on the boardwalk had to get out of the path of vehicle to avoid being struck.  Officers not wanting to pursue the vehicle on the boardwalk, maintained a line-of-sight on the vehicle as it travelled north on the boardwalk. 

Police travelled up the boardwalk in a marked police vehicle several blocks behind the fleeing car.  The suspect vehicle turned off the boardwalk at Surf Avenue, slowed down and three occupants of the vehicle bailed out of the car between the boardwalk and Baltimore Avenue. The police were able to detain the three passengers who bailed out of the fleeing vehicle.

Officers continued to follow the vehicle off the boardwalk, however, lost sight of it as it fled north on Baltimore Ave.   A description of the suspect vehicle was broadcast over the police radio, at which time another marked OCPD patrol unit spotted the vehicle on Baltimore Ave., in the area of 16th Street.   The marked patrol unit attempted to stop the vehicle and pulled behind the car.

The suspect vehicle again attempted to flee from police and went up on the boardwalk for the second time at 16th Street, and got off the boardwalk at 17th Street.

Once back on Baltimore Ave., the vehicle attempted to turn north and lost control of the car and crashed into the medium strip at 17th Street.   At this point the vehicle continued north in the southbound lane of Baltimore Ave. now being pursued by the OCPD vehicle patrol and turned west at 19th Street where he went across Coastal Highway to Dolphin Street and then north on Marlin Drive.  At the end of Marlin Drive the vehicle crashed through a fence and continued driving through a citizen’s backyard, at which point the driver ran out of the yard and stopped short of driving into the canal.  The suspect driver exited the vehicle and attempted to flee police by jumping into the bay.  The suspect then swam toward 21st Street and Herring Way.  The suspect climbed out of the water onto the dock and was taken into custody by waiting OCPD officers.

The subsequent investigation by OCPD determined the vehicle had been reported stolen during a burglary that occurred in York, PA. 

The driver, identified as Jimmy Carl Anderson, 22, of New Park, PA, was a wanted fugitive from Pennsylvania.  Police also recovered a quantity of suspected marijuana and prescription drugs from Anderson.  Police also located additional CDS inside the stolen vehicle.

One of the three passengers who bailed out of the car on Surf Avenue identified as Aaron Lloyd Canterbury, 30, of York, was found to be in possession of marijuana, Ecstasy and CDS paraphernalia. He was also arrested and charged accordingly.

Anderson was charged with: Theft of motor vehicle, theft over $10,000, 2-counts of malicious destruction of property over $500, disorderly conduct, resisting arrest, 2nd degree escape, possession of schedule I, controlled dangerous substance (CDS), possession of schedule II, CDS, possession of schedule IV, CDS, possession of drug paraphernalia, and he also received 30 assorted traffic violations.

Canterbury was seen by an Ocean City District Court Commissioner and released on his own recognizance.  Anderson was also seen by an Ocean City District Court Commissioner and was held without bond.

The Eastern Shore Drug Task Force is seeking information related to the recent rash of graffiti throughout Accomack County.

A cash reward is being offered for information leading to an arrest.  Individuals who provide information are NOT required to testify and may remain anonymous.

Arrest Report

 Thursday, July 5th,2012, the Worcester County Sheriff's office responded to a Bishopville address for a reported 911 hang-up. Upon arrival, deputies met with a victim who had reported that a suspect, later identified as William Randall Lewis, white male, age 54 of Berlin, had assaulted her and attempted to steal her purse which contained money. Mr. Lewis had left the scene prior to the deputies arrival. Mr. Lewis was located a short time later in Berlin, Maryland and arrested by deputies from the Worcester County Sheriff’s Office. Mr. Lewis was charged with Robbery, and second degree assault. He was subsequently held on a $10,000.00 bond. He awaits trial on those charges.


Friday, 07-06-12, deputies from the Worcester County Sheriff's Office responded to an address in Berlin, Maryland for a civil complaint investigation. Upon arrival, deputies observed Joseph Daryl Webster, white male, age 50, of Ocean City, enter the property. Deputies were aware of a protective order in place that prohibited Mr. Webster from being on the property. Mr. Webster was then arrested by deputies from the Worcester County Sheriff’s Office for violation of a protective order. Webster was released on his own recognizance by a judicial officer until a trial date.

MAY 1 - 31, 2012

05/01/2012 While conducting routine patrol in the area of Fifth Street and Young Street Pocomoke City Police observed a vehicle traveling with an inoperative tail light. Upon stopping the vehicle, the Officer was notified the operator’s license was Suspended. Arrested was Shadae Harmon, age 18 of Pocomoke MD. She was issued a citation for Driving on a Suspended license and released.

05/02/2012 Pocomoke City Police received a call for a fight in progress in the 200 block of Laurel Street. Upon arrival Police observed three people walking away from the area. As Officers approached the individuals they became belligerent and started yelling profanities towards the Officers. Arrested was Kane Cottman, age 23 of Pocomoke MD. Cottman was charged with intentionally harm/threaten/damage property with the intent to retaliate against a victim or witness for giving testimony in an official proceeding. Also, arrested was Keith Gray, age 21 of Pocomoke MD. Gray was charged with Disorderly Conduct.

05/07/2012 Pocomoke City Police arrested Justin Curtis, age 21 of Pocomoke MD. Curtis was charged with Possession of Paraphernalia. Curtis is pending trial.

05/05/2012 While conducting radar detail in the area of Eighth Street Pocomoke City Police observed a vehicle traveling at a high rate of speed through the area. Police initiated a traffic stop, upon contact with the operator Police learned her license was Suspended. Arrested was Jennifer Hughes, age 21 of Westover MD.

05/08/2012 Pocomoke City Police received a complaint in reference to violation of an interim protection order. Upon arrival Police made contact with the victim of the order who advised she was having problems with the defendant of the protection order. The suspect has returned to her residence after being served the interim protection order and was escorted off of the property. Arrested was Dennis Howell, age 25 of Pocomoke MD.

05/08/2012 Pocomoke City Police arrested Derrick Collick, age 22 of Philadelphia PA. Collick was charged with 2nd degree Assault, Reckless Endangerment and 1st degree Assault. The charges were related to an incident that occurred on April 9, 2012. Collick was held at the Worcester County Detention Center on $75,000 bond.

05/11/2012 While conducting patrol on Route 13, Pocomoke City Police observed a vehicle travel over the white center lines of the highway several times. Upon contact with the operator of the vehicle Police could detect a strong odor of an alcoholic beverage upon his breath. After further field sobriety tests were conducted and failed. Arrested was Jonathan Hernandez, age 45 of Salisbury, MD. 05/11/2012 While conducting Seatbelt Enforcement detail in the area of Market Street, Pocomoke City Police observed an individual not wearing their seatbelt. Upon contact with the operator Police learned their license was Suspended. Arrested was Joseph Nelson, age 21 of Snow Hill MD.

05/14/2012 While conducting radar detail in the area of Route 13 & Sheep-house Road; Police observed a vehicle traveling 70 mph in a 55mph zone. Upon stopping the vehicle Police learned the operator’s license was Suspended. Arrested was Darrell Martin, age 53 of Cambridge MD. He was charged with Driving on a Suspended License.

05/17/2012 While conducting routine traffic detail in the area of Linden Avenue; Police were alerted from their License Plate Reader of a Suspended Driver. After comparing the photos from MVA to the License Plate reader the Officer was able to positively identify the driver. Upon contact with the operator police verified their license was suspended. Arrested was Marcus Hamilton, age 28 of Deal Island MD.

05/17/2012 Pocomoke City Police received a call for Theft of cab services rendered. Upon contact with the victim Police learned the cab driver transported the suspect from Fruitland MD to Pocomoke City. The suspect tried to exit the cab without paying his required fare. Arrested was Michael Edmondson, age 22 of Beltsville, MD.

05/17/2012 Pocomoke City Police received a complaint in reference to drug activity in the area of Fourth & Second Street. Upon arrival Police observed the vehicle matching the description given by the complainant. A traffic stop was initiated on the vehicle. Upon contact with the driver Police could detect an odor of alcohol upon his breath. The suspect was given several field sobriety tests which were all failed. Arrested was Jeffrey Myers, age 47 of Pocomoke MD.

05/18/2012 While conducting traffic detail in the area of Route 13 & Ocean Highway; Pocomoke City Police stopped a vehicle for failing to move their vehicle in the far lane while the Officers vehicle was on the side of the road as required by the State of Maryland. Police initiated a traffic stop on the vehicle. Upon contact with the driver Police learned their license was Suspended. Arrested was Maria Curtis, age 25 of Mount Holly, NJ.

05/19/2012 While conducting routine Patrol in the area of Route 13 Pocomoke City Police observed a vehicle traveling with expired registration stickers. Police initiated a traffic stop on the vehicle. Police made contact with the driver who stated to the Officer he did not have a license. After further investigation the Officer conducted a search of the vehicle. Upon searching the vehicle Police located a 2 inch long knife, a glassine baggie containing suspected CDS, and several other CDS Paraphernalia devices. Arrested was Donald McCall, age 52 of New Church, VA. McCall was charged with CDS Possess-NOT Marijuana, CDS Possession Paraphernalia, False Statement to Police, Driving unregistered Motor Vehicle, Driving uninsured Motor Vehicle, and other traffic charges. McCall was held on $5,000 bond. David Dickerson, age 39 of Mappsville VA was charged with CDS Possess-NOT Marijuana and Eddie Savage, age 48 of New Church VA was charged with CDS Possess-NOT Marijuana.

05/21/2012 While conducting routine traffic detail; Pocomoke City Police observed an operator driving without a seatbelt. Upon stopping the vehicle the Officer learned the operator had a Suspended License. Arrested was IBN Brown, age 28 of Newark New Jersey.

05/23/2012 While conducting routine patrol Pocomoke City Police observed a vehicle traveling with expired registration stickers. Upon stopping the vehicle the Officer learned the driver had a suspended license. Arrested was Harry Johnston, age 59 of Atlantic VA.

05/26/2012 Pocomoke City Police responded to Fourth Street Pocomoke City to attempt to serve an Arrest Warrant for Baltimore County. Upon arrival Police located the suspect; the Warrant was confirmed for Failure to Appear. Arrested was Jeraldine Narman, age 47 of Jacksonville FL.


05/28/2012 Pocomoke City Police received a call to respond to the area of 1018 Lynnhaven Drive for a Violation of Protection Order. Upon arrival Police learned the victim had obtained a Protection Order for the suspect to stay away from her and her residence. The suspect continued to call and text her as well as come to her residence. Arrested was Terrance Gale, age 29 of Pocomoke MD.

05/30/2012 Approximately 1930hrs, Members of the Pocomoke City Police Department, Criminal Enforcement Team & The Worcester County States Attorney Office executed a search and seizure Warrant at 1902 North Old Mill Drive, Pocomoke City MD. Arrested was Toan Chi Huynh age 26 of Pocomoke City, MD. The following items were recovered from Mr. Huynh residence:

- 1,207 grams of Marijuana (High Grade)
- 61 grams of Powder MDMA
- 16 tablets of Ecstasy MDMA
- Various items of paraphernalia to include commercial heat sealer and scale
- $1,075 in US Currency
- 2 Flat screen TV’s
- 2007 Honda Civic
- Other miscellaneous documents
Huynh was charged with the following charges:- Possession of Marijuana
- Possession with intent to distribute Marijuana

On Thursday May 31, 2012 the Worcester County Sheriff’s Office arrested 46 year old David M. O’Neil of Berlin, Maryland for an outstanding Circuit Court Writ of Body Attachment, for failing to appear for Contempt Hearing Child Support case. O’Neil was processed and later released after posting a $1,000 bond.

While impaired by alcohol. Reyes was processed and was later released on personal recognizance.

SURPRISE!! You've Been Busted!!

I have taken the liberty to separate this new story from the others sent to me by the Pocomoke City Police Department.

Here's another successful drug bust in the city of Pocomoke where some say the law isn't doing their job! I'm going to argue that fact with anyone and will continue until you are convinced you have been totally wrong. Let me adise you that carrying out a drug bust can be risky business and the main reason it seems to take so long to get something done is simply because it takes great skill and perfect timing to enter someone's world and blow it all apart.....

Pocomoke City now has the best law enforcement team it has ever had. Pocomoke City now employs a chief that has had many years of  experience and I challenge anyone to walk in his shoes. Since he has arrived in Pocomoke City the police department has had a vast change not only in moral but in training. They are no long good at what they do. They are GREAT!.

The best thing to happen to Worcester County is Sheriff Reggie Mason and Worcester County State's Attorney Beau Oglesby. The Criminal Enforcement Team consists of individuals from the various law departments in Worcester County and the state of Maryland.  Their work is done sometimes under cover and each one is highly trained in the investigations of any type of criminal activity.  And let it be known that changes were made shortly after the last election in Worcester County.....Worcester County now works side by side with Accomack County.  Accomack County works with the Pocomoke City Police Dept. 

Having all three teams: Pocomoke City Police Department, Sheriff Mason's Crimminal Enforce Team, and Worcester County State's Attorney Beau Oglesby working together only makes for a more successful arrest and a safer world around us all. jmmb

May 21, 2012   At approximately 0756 hours a Worcester County Sheriff’s Office Deputy arrested 44 year old Stephen Darrel l Stark of Ocean City, MD on a District Court Warrant for failure to appear for court. Mr. Stark’s original charge was Disorderly. Mr. Stark was released on personal recognizance.

May 26, 2012   A Worcester County Sheriff's Office Deputy stopped a motorcycle operated by a Mr. Michael Goodwin of Virginia, at inlet isle and Rt. 50 in West Ocean City. Mr. Good win was observed caring a hand gun. The Deputy located a Glock pistol concealed in Mr. Goodwin's pants. Mr. Goodwin was arrested and Charged with possessing of a hand gun. Mr. Goodwin was released from the District Court commissioner on his own recognizance.

May 27, 2012   A Worcester Sheriff’s Office Deputy stopped a car on Md. route 90 near US route 50 in Berlin for having a headlight out. The driver, Jennifer Marquess, 42 of Salisbury Md. smelled of alcoholic beverages. After failing field sobriety tests she was arrested for DUI. It was also learned that her license was suspended and revoked. Marquess was charged with driving while impaired by alcohol and driving while suspended, and released pending a court date to be set by the District Court.

May 28, 2012   At approximately 1415 hours Worcester County Sheriff’s Office Deputies arrested 38 year old Kenneth Robert Wallace of Eden, MD on a District Court Arrest Warrant for theft $1000.00-$10,000.00 and a Circuit Court Body Attachment for failure to appear for court on 1/25/2012 for a paternity hearing. Mr. Wallace was released on personal recognizance for the District Court Arrest Warrant and held at the Worcester County Jail on $1000.00 bond for the Circuit.

May 29, 2012   A Worcester County Sheriff’s Office Deputy arrested 51 year old Terry Wayne Burkhead of New Church, Virginia on a District Court Arrest Warrant for theft less than $1000.00 and a Fugitive Warrant through Virginia for theft over $200. Mr. Burkhead was released on personal recognizance for the District Court Arrest Warrant and held at the Worcester County Jail on no bond for the Fugitive Warrant.

 On 05/22/2012 at approximately 1830 hours, a Worcester County Sheriff's Office Deputy arrested Edward Lee Byrd, 31, of Pocomoke City, Maryland on a Circuit Court Bench Warrant after Failing to Appear on 02/08/2012. Mr. Byrd was originally charged with several counts of CDS Possession-Cocaine and CDS Possession with Intent to Distribute-Cocaine. Mr. Byrd is being held at the Worcester County Jail on $200,000 bond.

On 05/19/2012, Worcester County Sheriff’s Office Deputies were assigned to patrol Ocean City and support the Ocean City Police Department during the 2012 Cruising weekend. Several Deputies were conducting an investigation for underage drinking in the area of North Division St and Baltimore Ave when they encountered Richard John Garrett II; age 24, of Cambridge MD. The Deputies detected an odor of marihuana on Mr. Garrett. A search of Mr. Garrett located marihuana and a marijuana smoking device. Mr. Garrett was arrested and charged with possession of marihuana and paraphernalia, and released on his own recognizance.


 On 05/18/2012, at approximately 1312 hours, a Worcester County Sheriff’s Office Deputy was dispatched to Brantley Road Pocomoke, Worcester County, Maryland 21851 in reference to a Burglary that just occurred. Another Worcester County Sheriff’s Office Deputy was in the area of RT 113 traveling southbound just south of Johnson Neck Road. The Deputy was given information that the suspects fled the residence towards Rt 13 driving a gold colored Honda with two male suspects in the vehicle. The Deputy was in the area of RT 113 near the old Cowger Concrete Plant and observed a vehicle traveling RT 113 northbound matching the suspect vehicle description. The Deputy turned and pursued the vehicle north on RT. 113. The Deputy observed the vehicle speed up in what appeared to be an effort to elude the Deputy. The vehicle turned into a residence driveway on Worcester Highway north of Pocomoke. The suspects were all apprehended.


Further investigation revealed the suspects were allegedly in possession of stolen property from the residence in question. W.C.B.I. Detectives assisted in this case and were able to link the three suspects to a Burglary that occurred on 05/17/2012 on Worcester Highway in Snow Hill. This burglary included a theft of jewelry taken from the residence.

NARRATIVE:   On Friday, May 18, 2012 a Deputy of the Worcester County Sheriff’s Office was dispatched to a Burglary In-Progress in the 3000 BLK of Brantley Road, Pocomoke, Worcester County, Maryland. The victim was able to provide an excellent vehicle description of a “beat up” gold colored Honda 4-door with a huge scratch across the back bumper occupied by two black males to the 911 Dispatcher and this information was relayed to responding units.

The Deputy observed a vehicle matching the exact description occupied by two black males and one white male traveling north-bound on Worcester Highway (Route 113) north of the Pocomoke Elks Lodge. When the Deputy slowed to make a U-turn the vehicle sped up and attempted to elude the Deputy before making a quick turn into a residential driveway. The occupants quickly attempted to exit the vehicle and were ordered back in the vehicle until additional units could arrive to assist.

Ultimately, the victim was brought to the scene and made a positive identification of the vehicle and the two black males. The victim also identified personal property that was recovered from the front pocket of one of the suspects. The above three suspects were transported to the Worcester County Sheriff’s Office to be interviewed by members of the Worcester County Bureau of Investigation and the vehicle was impounded.

During interviews, all three of the above denied any involvement in any burglaries and offered no cooperation. A Search Warrant was obtained for the vehicle and as a result of the Search Warrant being executed all of the initial victim’s property was recovered. In addition a large amount of jewelry, electronics, baseball cards, coins and other valuables were recovered from the trunk and passenger compartment. In addition, three pairs of gloves and burglary tools were also recovered.

A check with area Pawn Shops revealed that MANLEY had pawned a large amount of jewelry on Thursday, May 17, 2012. A detailed description and photographs were obtained of the pawned jewelry. This resulted in the positive identification of items stolen from the above referenced Worcester Highway burglary that was reported to the Worcester County Sheriff’s Office on the evening of Thursday, May 17, 2012.

The above three were all charged identically for the burglaries in the 3000 BLK Brantley Road and 6000 BLK Worcester Highway cases. LEE and MANLEY were each held on $25,000 bond in each case and WATERS was held without bond because of an active Arrest Warrant in Wicomico County.

On Saturday, May 19, 2012 a Deputy of the Worcester County Sheriff’s Office was dispatched to a residence in the 3100 BLK of Brantley Road, Pocomoke, Worcester County, Maryland for a burglary investigation. Upon his arrival he quickly determined that this incident was similar to the previous two and contacted the Worcester County Bureau of Investigation.

After speaking with an investigator the Deputy learned that all the property being reported stolen had been recovered during the execution of the Search Warrant on the above mentioned Honda.

Based on these facts the Deputy was able to obtained Arrest Warrants for the above three for additional charges of Burglary, Theft and MDOP.

All related cases are a pending trial and future trial dates are pending.
